Kofi Edzen, owner and operator of the boat that had the accident last Monday on the Volta Lake, has been remanded into prison custody by a Kpando Magistrate court on a provisional charge of negligently causing harm.
Edzen, whose plea was not taken, would re-appear on November 03.
Deputy Superintendent of Police Wonder Dogbevia told the court presided over by Mr Robert Agbleze that Edzen, knotted an engine boat to a canoe and sailed from Wusuta-Kpebe enroute to Afram Plains.
A storm caused the boats to capsize and 18 of the passengers are feared dead while 17 others were rescued.
Mr Dogbevia told the GNA that the docket of the case would be forwarded to the Attorney-General's Department for advice.
