The Minister for Monitoring and Evaluation, Anthony Akoto- Osei, has said the Free Senior High School (SHS) programme to be rolled out in September this year will only cover first year students.
Government in its maiden budget statement disclosed it had budgeted GHS400million to fund the free SHS policy.
Speaking on how the Free SHS will be rolled out and how it would be funded, Mr Akoto-Osei clarified that the GHS400million and other sources of funding would be enough to cater for the new entrants to enrol freely in the various public senior high schools.
“Free SHS is for the people who are entering SHS for the first time [in September 2017] because that is when the policy kick starts. In three years, the full cycle will begin,” he told Emefa Apawu on 505 on Class 91.3FM.
The Old Tafo legislator said it was not discriminatory for only the first year students to enjoy free schooling while the continuing students pay for their education.
He explained that high school education would be free for “those entering in the September 2017/2018 academic year, then the next batch comes, then the next”, adding: “So, in three cycles, that is in three years’ time, the entire stream of senior high school education will be free.”
The legislator explained that those in school already without Free SHS would not be affected by the policy.

Infact u people should just go and learn more about governance. This is something which is yet to be introduced so it must start from somewhere and that is why it wil be start with the freshers if u say all of them must benefit then u will again say he should pay all those who didnt go to SHS free in order for all of us to benefit. lets live the NPP to work and take the country to a great stage that we can boost with, NDC wished Nana has given them the idea behind this during their tenure, everything is imposible to this government but yet when it starts then they begin to criticize over it. Majority Ghanaians trust Nana to deliver to the best of the country. Long live our motherland and our presidoo
WHERE DID THE NDC GO WITH THEIR 'PROGRESSIVELY FREE' EDUCATION? WHY ARE PEOPLE PUSHING FOR FREE EDUCATION FOR ALL TODAY WHEN THEY DID NOT BELIEVE IN IT? WHATEVER IT IS, IT HAS TO START FROM SOMEWHERE. LEAVE THE NPP ALONE TO SUPPORT THE NATION!
This is quite disappointing and discriminatory. I guess the government is just coming out of a gunge. How do you roll out Free Education Policy for Basic and Secondary education without including those already in the system? Are those already in the SHS not Ghanaians? If it is only for new Entrants, then I think the package should be qualified to depict so, because it then ceases to be Free Education for all.
NDC people pls give us a break. You people said progressive Npp is doing what it says it will do something you could not gather courage to do mu haw me sen. ? A policy has a start point and this start from September for the freshers. If you don't like it pay for your kids govt will gladly take the money
Look at them. Akuffo addo never gave any time lined in his manifesto. He could Hav decided to wait until his fourth year then roll out free SHS for de entire 3 levels. But he doesn't believe in cheap propaganda just for political points. Why can't Ghanaians even applaud him for taking dis big initiative. By 3 yrs time, every student will be covered. Let's be practical, how wuld de economy feel right now. Bcos of politics u want him to fulfill all his promises in one year and destroy de economy. Shame on u guys. U know nothing about governance. Give de man up to de end of his 4 yr, then u can criticize him for not fulfilling all his promises. Someone is trying to accomplish what others said will take 20yrs to do, and u want him to use just 1yr to do it. Aaaaaaaaaa! Shame on u guys criticizing prez Addo
Don't you know the NPP people are all liers?
Please Mr. Man we don't want any lies. Free SHS is free not for some and leaving others. So if nurses allowance is going to be paid, will it be paid for the new entrants? NPP don't disappoint us!
