The Minority in Parliament has criticised the President for undermining the Public Service, by appointing the Public Relations Officer (PRO) of the Ghana Gas Company.
The National Democratic Congress (NDC) MPs at a press conference Tuesday, said an appropriate procedure was to allow the structures within the Ghana National Gas Company and the Public Service to work.
The Presidency appointed a politician and Communications Director of the opposition party, the National Democratic Party (NDP), Ernest Owusu Bempah as the new Director of Communications for the Ghana National Gas Company in May 2017.
The appointment which took immediate effect effectively sacked Alfred Ogbamey, who was appointed in 2011 to that position.
The Minority, led by Haruna Iddrisu, suggested the appointment undermines meritocracy within the Public Service.
"If the President is dismissing PROs, then very soon he will dismiss messengers and cleaners," Minority leader Haruna Iddrisu laughed.
He pointed out that the position is one that the President could have delegated his appointing power to a lesser authority such as the Board of Ghana National Gas Company as envisaged by Article 195.
Article 195 states;
(1) Subject to the provisions of this Constitution, the power to appoint persons to hold or to act in an office in the public services shall vest in the President, acting in accordance with the advice of the governing council of the service concerned given in consultation with the Public Services Commission.
(2) The President may, subject to such conditions as he may think fit, delegate some of his functions under this article by directions in writing to the governing council concerned or to a committee of the council or to any member of that governing council or to any public officer.
Haruna Iddrisu criticised the President for failing to institute Boards of not only the Ghana National Gas Company but several other public institutions such as the Polytechnics and the Public Procurement Authority.
The Minority said, the failure of the President to compose Boards, undermines his rhetoric that he is a "man in a hurry".
"Where are the Boards?" Haruna Iddrisu said.
He said good corporate governance practices are being undermined when institutions within the public service operate without Boards to provide direction and approval of key decisions.

I thought you know better and read books at UG legon. Is that what you have learnt all this while at parliament? Who said as a minority leader, your duty is to show off and organise press conference on every bit of issue? learn to be mature in politics. You and your team look too lazy and unwanted in our type of politics. let Ghanaians know you have better ideas to develop Ghana. When former deputy Agriculture minister said the 'Northern farmers are lazy... you organised press conference and shouted for resignation. Now look at you saying 'PRO to messenger' as if there is no human position like that. Who said it is common role? can you offer all unemployed youth that position to make ends meet? Do you know the number of people moving everyday every time in search of that role? If you don't regard low class positions just be mindful that it is occupied by big elders like your dad, mother, sisters, brothers, nieces or nephews. Transformation comes in the form of a cycle. Without messengers even parliamentary role cannot be complete. no institution can exist without a laborer or a messenger. They are equally important even as a president. Today you are on top so you think that is the end. Every tree bearing fruit dies at a certain age and stage. life changes so be respectful and show human being Godly respect. God have mercy on you.

by mentioning messengers and cleaners,you are suggesting that they are irrelevant to the entity. listen good. what would you be doing if you were not in politics. you may not even get a job.check lawyers who are unemployed and now pushing themselves into politics. check lawyers who are gainfully employed. now you have a very easy job. parliament is mostly half empty.
Is PRO the same as messenger, Haruna I thought you know better. Is that the reason why you advice your party to appoint a lawyer as minister for roads and highways?

Why has the NDC left its matters and serious matters of governance to these children who don't know what to do with their time. We have SSNIT, JOSPONG, Free SHS etc. as running issues and all you talk about is an appointment that took place many months ago. The worst opposition in Ghana.
Ogbamey is odwan to still be keeping his post when in fact he knew very well that he was/is a ***barred word*** and he would not survive under this new administration. What was he waiting for?
