The highly-respected Ghana FA Executive member has since resigned as the chairman of the Referee Appointment Committee to avoid a conflict of interest situation.
Former owner Victor Ahiakpor becomes a founder and board member with Abbey expected to transform the side into a world-class team.
Abbey would be required to create lasting dynasty at Kpando if the deal is officially announced.
