The eight-team tournament is set to kick off in Ghana on Saturday, November 17 through to Saturday, December 1.
The Confederation of African Football in a statement says regarding the eligibility protest against player Annette Jacky Messomo during the match between Equatorial Guinea and Kenya, the Appeal Board decided to overrule the decision to allow Kenya to replace the two-time champions.
CAF says player Annette Jacky Messomo is eligible to play for the Guineans.
Following the decision, the Harambee Starlets, who were seeking to make their second appearance at the finals after their debut in the 2016 edition, will not be at the tournament in Ghana.
