Aggrieved foot soldiers believed to be supporters of the ruling National Democratic Congress (NDC) last Thursday evening allegedly scuttled a planned handing-over to the newly appointed Northern Regional Director of the Ghana Health Service (GHS), Dr. Kofi Issah.
