Since the Presidential Commission of Inquiry, which was set up to investigate the corruptible practices that have characterized the Ghana Youth Employment and Entrepreneurial Development Agency (GYEEDA), presented its report to the Presidency, the incumbent government has been bombarded by calls from political figures and the public to divulge the content of the report. The calls are intended to facilitate discussions on the GYEEDA report and further help the nation make its own judgement about the state of GYEEDA. Even before the official report is laid bare to Ghanaians, the former National Youth Organizer of the Convention People�s Party, James Kwabena Bomfeh believes the government officials are already enriching themselves to the detriment of the citizenry. Speaking on Oman FM on Thursday, the CPP loyalist accused the Mahama government of supposedly toying with the wellbeing of its citizens as it finds it difficult to divulge the content of the GYEEDA report. To him, government is �gambling� with the money in the coffers of the State and hiding under the cloud of darkness to dupe Ghanaians. �This government is gambling with our money and squandering our money center, left and right. As we are struggling, people wailing over their finances, when you meet them (government officials); they are laughing�Bad governance!� he vehemently intoned. He therefore implored President John Mahama to disclose the facts in the GYEEDA report. Meanwhile, excerpts from the GYEEDA report which have been leaked to a section of the media indicate that GYEEDA did not have �clearly defined HR policies. As a result, recruitment, placement of personnel, promotions and performance management did not follow best practices. Placement in positions at the Headquarters, Regional Offices and District Offices were not based on qualification, experience and competence. Cronyism and political patronage was reported as existing from the inception of NYEP and these influences negatively impacted performance.� The Committee observed that �the use of single source procurement processes for all the modules contracted was either as a result of non involvement of the Office of the Attorney or uninformed and inadequate legal advice from the Office of the Attorney General and Minister of Justice, in the instances in which the Office of the Attorney General was involved."
