Registrar General�s Department Launches E-registrar Portal

The Registrar General Department (RGD) on Tuesday launched its E-Registrar portal, to provide clients with the ability to transact business on line in relation to business and company registration, marriage registration, estate administration and E-payment.

The E-Registrar portal is integrated with Ghana Revenue Authority (GRA) E-tax portal and to make use of the Tax Identification Number (TIN) to identify portal users.

Once a client obtained a TIN, the client may submit an online request to RGD for a portal user account to access a full range of online services.

The project is a public private partnership with GCNET as the private partner and Ministries of Communications and Finance, National Information Technology Authority, GRA and the RGD as the public partners and sponsored by the World Bank

Dr Edward Omane-Boamah, Minister of Communication speaking at the launch of the event, said the portal marked a strong statement of commitment to government in the country’s emerging digital technology.

He said the project is to create a more customer friendly oriented public service delivery system by the provision of platforms that would allow access to government services through the use of direct access technologies such as the internet.

Dr Omane-Boamah said the portal would provide fast track services with clients and eliminate the phenomenon of middle men, which result in undue delays in business transactions.

He noted that the portal would ensure transparency and accountability in the transaction of businesses with clients and improve service delivery as well as reduce time and cost of registering and accessing information on businesses in the country.

Mrs Jemima Oware, Deputy Registrar General, said in July 2000 government, with the assistance of development partners, commenced a reform of the Registrar business processes through a private sector development strategy document.

Mrs Oware explained that the objective of the reforms is to put in place an appropriate business registration and filling regime and measures for its accessibility to all businesses irrespective of their location.

She said through the E-government project, GCNET has also installed a wide area network linking all the branch offices with the head office and the RGD database in Accra.

The registration of businesses could now be done simultaneously at branches located in Kumasi, Takoradi, and Tamale.
