Twenty-five cabinet ministers from 13 African countries yesterday met in Accra to deliberate on ways to improve the capabilities of cabinet secretariats on the continent.
They were from countries including Sierra Leone, Liberia, Malawi, Somalia, South Sudan, Uganda, Zambia, Rwanda, Botswana, Somaliland, Tanzania and Zanzibar.
They will participate in a four- day Africa Cabinet Government Network (ACGN) with the theme, “Transparency and accountability in policy formulation and Implementation”, sponsored by the United Kingdom Department for International Development (DFID).
Interacting with the media, Mr. Roger Angsomwine, Secretary to Ghana’s Cabinet secretariats said the conference was a mechanism for formal and informal practical collaboration and mutual support between the Cabinet Secretariat and those involved in managing cabinet processes.
He added that the objective was to share knowledge and experience to improve the capabilities of cabinets to implement policies that would enhance the living conditions of Africans.
Mr. Angsomwine said the lack of funds to run activities of cabinet secretariats was among other major challenges they were facing on the continent, adding that such platforms would help to dialogue on how to address the problems facing ACGN.
He was optimistic that such challenges when addressed, would enhance policy development and implementation processes in Africa.
Mr. Angsomwine said that the four-day conference would enable members of the ACGN to learn how Ghana was able to remove the over 2000 “ghost names” from government payroll, stressing that the issue of “ghost names” was among other challenges that continued to cripple the economy of most African countries.
He said the Electronic Cabinet process adopted by the government through the digitisation of Cabinet memos was among other initiatives to be shared during the conference.
