Majority leader in Parliament, Alban Bagbin has stated that leadership is clearly needed to put programmes in place that could help avoid disasters such as last Wednesday's flooding and fuel station explosion.

Mr. Bagbin said disaster must be taken seriously and measures put in place to avoid a recurrence.

The Majority Leader said these on the floor of Parliament last Friday when the Deputy Minority Leader, Dominic Nitiwu,l urged the House to summon the Finance Minister, Seth Terkper over a loan agreement that was approved by Parliament for construction of drains.

Mr. Nitiwul said the Finance Minister must provide answers as to the state of the funds approved by the House and what they had been used for since the approval.

Parliament in 2013 approved a facility between the government of Ghana and Conti Group of Companies of the United States of America amounting to US$660 million for a drainage and sewage project.

The project was known as the Accra Sanitation Sewer and Storm-Water Drainage Alleviation Project. It was meant to control perennial flooding, as well as sanitation challenges within the Accra metropolis.

Two years after the groundbreaking ceremony for the project to commence, work has been stalled.

Mr. Bagbin agreed with the Deputy Minority Leader and said programmes ought to be put in place to move the country forward because if things remain the same, Ghana will not be portrayed as a serious country.

He said Ghana's democracy is about talking without any action and that ought to change for people to see the country as a serious one.

The Majority Leader added that they will soon summon the finance minister to brief the House on the status of the funds.

Last Wednesday, the nation was hit by a twin disaster of flooding in several parts of the city following many hours of rainfall and the explosion of the GOIL filling station at Kwame Nkrumah Circle leading to the death of about 200 people.

Newly constructed and old roads within the Accra metropolis were all submerged following many hours of torrential rains leading to traffic jams, loss of lives, businesses and property.

The rains, which started about 5:30pm on Wednesday pulled several cars, containers and kiosks into many drains across the capital.

As at 10:30pm on Wednesday, vehicles on the Spintex Road, George Walker Bush Highway to Tema Motorway, Tetteh Quarshie to 37 Military Hospital and Abeka Junction to Achimota among others were jammed due to the flooding.
