Speaker's Ruling �Capricious and Whimsical� � Minority

The Minority in Parliament has described as ‘whimsical and capricious’ a decision by the Speaker of Parliament to shoot down a motion they submitted to have President Mahama investigated for receiving a Ford SUV gift.

The Speaker of parliament, Edward Doe Adjaho, rejected the motion filed by the Minority indicating that the Commission on Human Rights and Administrative Justice (CHRAJ), a constitutional body, is already investigating the case.

"After a careful study of the correspondence from CHRAJ, I have come to the conclusion that the matter is not different in material, in particular from the matter under investigation by CHRAJ. It is my view, therefore, that CHRAJ is the institution with exclusive constitutional authority to deal with all relevant matters relating to the breach of conduct of public officers including the matter involving the Ford Expedition vehicle,” the Speaker said.

Addressing a Press conference immediately after Mr Edward Doe Adjaho’s ruling on Thursday, 1st September, 2016, Minority Leader Osei Kyei-Mensah-Bonsu for the Speaker to dismiss the motion without giving them the opportunity to discuss the matter amounted to arbitrary interpretation of the constitution; quoting Article 296 of the 1992 Constitution.

He added that the Minority will meet to discuss their next line of action.
