CSHDA Urges Postponement of L.I Implementation for Further Dialogue 

The Concerned Second-Hand Dealers Association of Ghana (CSHDAG) is issuing this press release to address the imminent implementation of the L.I (Energy Efficiency Regulation Index) by the Energy Commission on November 1st, 2023.

CSHDAG acknowledges the ongoing negotiations with the Ministry of Energy and the Energy Commission, which have yet to reach a conclusive agreement. Consequently, it comes as a surprise that the Energy Commission has announced a specific date for the implementation of the L.I. This decision has been made without the finalization of negotiations, which were initiated due to the substantial concerns raised both before and after the passing of the legislative instrument.

In light of this, CSHDAG respectfully urges the Energy Commission to consider postponing the implementation date. Such a delay would allow for the conclusion of ongoing discussions to pre-emptively address potential issues that might arise post-implementation. A collective dialogue is paramount to circumvent any problems that may arise from the hasty execution of the regulations.

"Our concerns revolve around certain provisions of the L.I., notably the prospective confiscation of imported items at the port post-offloading. This particular aspect is poised to generate substantial challenges for the industry."

Moreover, the requirement for the registration of all models necessitates a comprehensive stakeholder consultation to ensure a seamless implementation without unforeseen disruptions.

Furthermore, CSHDAG anticipated that, as a major stakeholder in the sector, an MoU would have been established and forwarded to the esteemed Minister for Energy. However, certain specific objections raised by our association have not been fully addressed and still remain embedded in the impending implementation process, which commenced yesterday, Wednesday, November 1st, 2023, according to the Energy Commission's timeline.

It is crucial to convey to our valued consumers and supporters that our stance, directed towards the Energy Commission and the Ministry of Energy, emphasizes the importance of returning to the negotiation table. Our aim is to resume discussions until all pending matters are resolved. Only then can a harmonious and trouble-free subsequent implementation be assured.

CSHDAG underscores the necessity of meticulous consideration and comprehensive dialogue in the formulation and execution of regulations that significantly impact our industry. We seek an amicable resolution to the concerns raised for the benefit of all stakeholders involved.
