A Senior Law lecturer at the University of Ghana Law School, Dr. Raymond Atuguba has said that without any legislation binding all political parties to sustain the Akufo-Addo government’s Free Senior High School [SHS] policy, it can collapse at anytime.
Speaking at a constitutional review conference at Dodowa, today (Friday), on retooling the constitution from a political to a developmental one, the senior law lecturer at the University of Ghana Law School stated that the country needs a long term development plan that will bind the programme forever, before any political party who is not in line with it decides to call it off.
“We need a long term development plan that is binding on all governments, binding at a certain level of governance that for example every government will say implement free SHS,” he stated.
Dr. Atuguba is of the hope that a legislative instrument, through constitution review, will protect the Free SHS policy from political interference.
“Let’s say that NDC wins in 2020 or 2024, you know they can cancel free SHS? what sense does that make? but right now without any binding national development plan, they can do that. With a binding national development plan, it indicates that every government must work progressively towards free SHS and no government can go against the laws binding it. And they can even add that when a government does that the system can go to the Supreme Court and stop them,” he said.

Once there is a law making it mandatory for successive governments to retain the Free SHS , that will be good for Ghana.

The so called free SHS was dead on arrival. No proper planning. inexperienced president and his 110 school boys called ministers. Bad for Ghana.
I now can see and convinced that some people from the north and or of northern extraction and in the NDC or their affiliates are very very selfish and ***barred word***. Name them: Raymond Atuguba, John Jinapor, Hassan Ayariga. They haven enjoyed free education for over five decades, with the financial contributions of the people of the south, are vehemently kicking against the extension of the same free education to the rest of the country. What sort of attitude is that. Do they think they are the only people who qualify for the resources of the nation? It is very shameful. If they have nothing to do to contribute to the success of the programme they better keep quiet. The Ghanaian people are happy with the policy so they should be thinking of how they would go to the people for their votes come 2020
No worries, cancel it and let's see who will suffer! His argument is makes sense, but that sense he is making cannot stand the test of time with the common people. It is coming across as though the Northerners in NDC colors are kicking against free SHS, it is not good.
The so-called problems bedeviling the free shs programme are orchestrated by the ndc for one simple reason: the ndc and for that matter the minority tribes know that whenever the greater majority of Ghanaians, especially the akan speaking people are able to educate their kids they will find it very difficult for them to realize their agenda in this country. It is through education that the minority tribes are able to rub shoulders with some of the more industrious twi speaking people. It is pure evil mind that they are trying to run the free shs programme down. But God what has ordained no amount of ***barred word*** and evil mind can destroy.
