A Senior Law lecturer at the University of Ghana Law School, Dr. Raymond Atuguba has said that without any legislation binding all political parties to sustain the Akufo-Addo government’s Free Senior High School [SHS] policy, it can collapse at anytime.
Speaking at a constitutional review conference at Dodowa, today (Friday), on retooling the constitution from a political to a developmental one, the senior law lecturer at the University of Ghana Law School stated that the country needs a long term development plan that will bind the programme forever, before any political party who is not in line with it decides to call it off.
“We need a long term development plan that is binding on all governments, binding at a certain level of governance that for example every government will say implement free SHS,” he stated.
Dr. Atuguba is of the hope that a legislative instrument, through constitution review, will protect the Free SHS policy from political interference.
“Let’s say that NDC wins in 2020 or 2024, you know they can cancel free SHS? what sense does that make? but right now without any binding national development plan, they can do that. With a binding national development plan, it indicates that every government must work progressively towards free SHS and no government can go against the laws binding it. And they can even add that when a government does that the system can go to the Supreme Court and stop them,” he said.

What is wrong with these NDC babies? FREE SHS "will collapse next term", "will collapse anytime now," "will collapse by 5 years", "is not remedy for all national problems" and so on. Somebody advise them the more they continue to talk like this, the wider their margin of lose will increase in subsequent elections
Yes its true,for instance the Four year system in SHS has been changed to three,the same thing can happen to the free SHS for that matter something has to be done to maintain it.
A good Point, but let us first, give our political parties the Chance to show their true political colours in terms of their philosophy,leadership styl, integrity, ability, capability to initiate and accomplish prudent policies to develop our dear Nation. Competition of ideas is key in Democracy.I think NDC is gradually realizing that Propaganda is not the way forward. Indeed, I can bet that, if NPP is able to realize only 20% of its developmental program, that, can comfortably put NDC in Opposition for the next 5 terms. Then, any marginal increment in development would have a greater improvement on the lives of many Ghanaian. This inreasing returns effect would be there to be felt, because it has been massively absent for many years of NDC-Admistration.

Learned brother, sometimes senses go hay-wire because of too much learning. We need no law to maintain free SHS. If you a bold party , go on platform to campaign that you will abolish free SHS but maintain northern scholarship! I bet you, you will be lynched on your political platform even before the function starts. This Law Lecturer looks like a mischievous NDC supporter.... There is a big difference between free SHS collapsing and it being cancelled.
It will be a political suicide for the NDC to come back to power and cancel the free SHS..... By the way the NDC t.h.i.e.ves will never come back to power again in Ghana... Tafiakwa.... It is unbelievable that the northners who benefited from free education since Nkrumah time seems to be against the free shs for all......
The most development oriented contribution from an opposition element so far on the free shs policy. I believe this is the way the dialogue on this important policy should be. Kudos. Atuguba
