The Minority in parliament has indicted the Bureau of National Investigation (BNI), accusing the state security apparatus of being complicit following its exoneration of the Managing Director of the Bulk Oil Storage and Transportation Limited (BOST), Alfred Obeng Boateng, in the recent contaminated fuel saga.
The BNI after investigations cleared Mr Boateng of any wrongdoing in the sale of five million litres of contaminated fuel. BOST had sold the contaminated fuel to Movenpiina Company Limited.
“We are being told that the Bureau of National Investigations (BNI), otherwise known as the BNI, is acting in a manner that we don’t only smell but we can sense a cover-up in respect of the matter of the selling of the contaminated oil by BOST which matter borders on fraud, corruption and abuse of office,” Minority Leader Haruna Iddrisu said at a press conference on Tuesday, July 4.
He said the request by the BNI for dissolution of an investigative committee set up by the Ministry of Energy following their report amounts to only “a gargantuan cover-up”.
The Member of Parliament (MP) for Tamale South said the action of the BNI “is sowing seeds of corruption in the country” and “preventing sunshine on matters that are of public interest”.
He emphasised that the mere selling of contaminated oil matter to motorists and to the extent that the National Petroleum Authority (NPA) was not aware and Movenpiina Company Limited was unlicensed at the time also raise major issues.
For him, the BNI must make public what they investigated “and not just a mere statement that the minister should dissolve his committee”.
They have, therefore, urged the ministerial committee to proceed with a full investigation of the matter and report publicly.
Parts of the BNI report stated:
1. The product contamination occurred on January 18, 2017 and the MD for BOST assumed office on January 23, 2017 and cannot be held responsible for it.
2. As a competent MD, he interdicted the officers involved and set up a six-member committee chaired by the Head of Internal Audit Department, Mr. Edmund Aquah on February 8, 2017 to find out the causes of the contamination.
3. The MD has received a draft copy of the committee’s report waiting for the final report on July 7, 2017.
4. A laboratory test from TOR and technical recommendation made by the General Manager, Terminal, Fred Ayarkwa indicated that out of the options available, selling the product for industrial purposes such as asphalt processing, texture and cement manufacturing was the best. This option was recommended to the MD because TOR is not refining currently and the laboratory result clearly stated that treating it would not give the required quality of AGO (Diesel).
5. Among the fifteen companies that expressed interest, Movenpiina price was the highest. Its initial price was GHS 0.90 per litre as the highest followed by Nation Links Oil which quoted GHS 0.80 per litre. Despite these quotations, BOST pushed Movenpiina to pay GHS1.30 per liter which is the highest BOST has ever sold contamination products. The highest that was sold under the previous administration headed by Kwame Awuah Darko was GHS1.00 per litre.

A rat is in dilemma when its holes are being sealed to catch it. How many times did BOST have contaminated fuel during the post J.E. Atta-Mills NDC administration. Indeed, the Ghanaian is no longer amaurotic. How many MPs and ministers own fuel stations from 2009 to 2016? If within this period X-million litres of fuel get contaminated, then we have huge task ahead of us as a nation. The loophole some MPs and ministers, other party functionaries found at BOST and were making millions of money. Look at the state of our roads!!!
If you have a political party with a minority leader who does not even know what a cover up is, then you know Ghana's politics has become cheapened. It is a sad day for Ghana's democracy when a whole majority leader has nary a clue about issues he purports to speak about within the context of a cover up. Where is the cover up? The only cover up that has occurred at BOST, is over 50 unlicensed companies selling deliberately contaminated oil under Awuah-Darko, which is then sold, and a cut of the proceeds sent to John Dramani Mahama at the Flagstaff House for the better part of his whole administration, leading to the loss of millions and millions and millions of cedis to the State and Ghanaians, which has now been exposed with dockets being prepared for prosecution of the ***barred word*** involved in this monstrosity of pilfering. That was the cover up and thank God change has come in this country. Not a single NDC ***barred word*** will be spared in this country, not one. There will be fantastic and incisive heavy punishment for the NDC ***barred word*** of Ghana.
You rush to bring out issues to tarnish someone's image and when it backfires, you cry foul. Smh
Seriously? Can you read? Gosh! He wasn't there when the contamination occured but as wise as he was and still is, he exhausted all means available to get the best result. The oil was contaminated beyond repairs. It was sold out for purposes other than fuelling of vehicles! Look at the quotations made by the companies that bid and the final selling price and tell me this man didn't do his best. He even set up a committee and got the matter investigated. You sound like a typical NDC. stop trying to cover your butt with your right hand wai. Serious embezzlement have gone on at BOST hence the stance by the NDC.All your holes are being sealed! I voted against ndc because they were corrupt, thinking that if nana addo should come, corruption would at least be minimized, but to come and use the BNI to cover up corruption citing what ndc did in the past is nauseating. What we need to understand is that what ndc were doing was bad, but we never expected the npp to come and do same and justify it with what ndc has done in the past.
The Minority in Parliament is too much in a rush to jump to conclusions and they are FAILING big time. Has the Minority Leader forgotten that he was relying on a BNI report with a mistaken identity to shoot down a nominated deputy Minister. Today he is questioning the same BNI. He can you accuse somebody of wrong doing when he was not at POST? I now see the reason why the President has removed a lot of NDC apointees from their positions . They are nation wreckers.
