Speaker of Parliament Alban Bagbin on Tuesday constituted an ad-hoc panel of five parliamentary committees to probe the activities of the National Food Buffer Stock Company and the National School Feeding Programme.
He said the mandate of the committees was among others to investigate the feasibility and sustainability of the organisations, especially in recent times when there were reports of food shortage in Senior High Schools and the demand from school feeding caterers for an increment in the cost of feeding students.
Speaker Bagbin gave these directives to Parliament following his visit to the organisations on June 23, 2022.
In constituting the committees, the Speaker said: “Let me once more reiterate that the School Feeding Programme provides great potential. It is therefore critical that we address issues regarding the efficient implementation of the programme while instituting measures to avert a possible occurrence in the future.”
The Conference of Heads of Assisted Schools in the Upper West Region last week notified that Senior High Schools in the region may soon shut down if the government failed to supply them with adequate foodstuff to feed students.
"It came out that the food suppliers contracted by Buffer Stock Company and those local suppliers contacted to help out are all refusing to supply due to non-payment of outstanding monies owed for food supplied to the schools.
"This has led to serious food shortages in all the schools in the region. An assessment of the situation indicated that most schools cannot go beyond one week if nothing urgent is done about it,” a statement from the Upper West branch of CHASS complained.
Mr Angel Carbornu, President of the National Association of Graduate Teachers (NAGRAT), blamed the Government for the food shortages.
He said the current centralised system that authorised only the National Buffer Stock to distribute food to Senior High Schools had largely contributed to food shortages in various schools.
According to him, a decentralisation of food distribution to Senior High Schools would address the challenges.

Thank God for the past six years we've not experienced any food shortage due to the pragmatic effort of the Agric Minister, Hon Dr Owusu Afriyie Akoto. The rest is for the Education and Finance ministries do pay their creditors (food vendors) so they do not fall short of supply, that's all
Which part of the country can say there is food shortage? No region it’s because of the hard work of the able minister Dr Akoto
The government has done a great job through the Agric ministry led by Dr. Owusu Afriyie Akoto. There is no food shortage in the country but prices are high.. the best Agric minister has done all the good job
Walahi, under this government Ghanaians will see everything, today this, tomorrow that, aden. A country endowed with all it needs for the people to live happily unfortunately no leader with a vision to show the way. Cocoa, timber, bauxite, gold, arable lands everywhere, water resources, 2 giant harbours crude oil, a vibrant youth with a manageable population of some 30 million people and with all these feeding pupils and students in public schools is still a challenge for a 65 year old independent country. Bet me, identify the richest country in the world, transfer all Ghanaians to that country and send the politicians we have now to go and administer that country, i swear in less than 10 years they will go to IMF, now bring the people of that richest country in the world to Ghana together with their political leadership, come back to Ghana in 10 years, you won't believe this is the same Ghana you left 10 years ago. You will not see a rough road in any capital town in Ghana, they would have found a solution to the annual ritual of flooding in Accra, no school will lack food, no salaried worker will go on strike, nobody will go to hospital and sleep on the floor, water will run through the taps 24/7, . Our problem is leadership, a selfless leader. One of the most patient people in the world is the Ghanaian, the people are ready to sacrifice but political leadership are not leading by example, they don't practice what they preach. All they know is V8, exgratia, perdiem, outside travels and come back with nothing to slow, big English, empty pride. People when in opposition they look like antelopes, very sensitive to their environment, let them get power, they immediately transform in lions, leopards, hyenas devouring what ever come their way without thinking that the need to pardon some animals to enable them reproduce, now they have finished devouring all the animals and IMF is now the answer, number 17. Ghanaians should print T-shirts with Number 17 boldly written on the front and back with the inscription " let this be your last ". Hahahaaaa, asem ooooo. Like someone said a few years ago " Ghana a ye mobo du du, ye ti sika so ensu ekom di ye. Hahahaaaa, corona and Russia vrs Ukraine match in trouble, the most popular names in Ghana today, if it's not Corona, it's Russia vrs Ukraine. Amazing
