The Deputy Minister of Education in charge of Tertiary Education, Samuel Okudzeto Ablakwa has revealed that government has not budgeted for promises contained in its recently launched manifesto.
According to him, the National Democratic Congress (NDC) government will determine the cost for all the promises in the manifesto in the 2017 budget after its re-election on December 7. “The manifesto of the NDC has not yet been costed.
The 2017 budget God-willing when we are elected and President Mahama returns for his second and final term, that will be presented to parliament, will spell out the details, that is when Ghanaians will know how much this particular manifesto pledge will cost,” Ablakwa said.
Speaking to Citi News’ Caleb Kudah, Mr. Ablakwa denied the NDC promises “1 student, 1 tablet computer”. According to him, it was a misrepresentation of what the President actually said at an event to reveal highlights of the NDC manifesto.
Mr. Ablakwa noted that “We are not promising one student, one tablet. The President has said the he is introducing e-textbooks, in the same way he want to introduce wifi zones in our secondary and tertiary schools.”
President Mahama at the presentation of highlights of the NDC’s manifesto earlier this month revealed that text books for the various core subjects will be converted into softwares which will be put on tablets and distributed to Junior High and Senior High School students.
He said the initiative will first be piloted and subsequently expanded with the aim of helping to boost the competencies of the all students in core subjects.
“Students will receive tablets that have all their core subjects on the tablet. If the pilot is successful, the programme shall be expanded,” Mahama said.
NDC manifesto not mere promises – Mahama
Meanwhile, President John Mahama says the NDC manifesto does not contain mere promises meant to entice Ghanaians to vote for the party, but captures the unique plans of the NDC to move Ghana forward if given the mandate to serve for a second term.

Jonathan Lagos, you don't even know the name of the host. It's STEPHEN SACKUR, the one you're thinking of with your small brain is Shaka Ssali, not Shaka Zulu you p.r.i.c.k!
The manifesto shouldn't be a worthless document. It should represent what you intend to accomplish. You should have a plausible explanation for the things you don't do. If it is simply a wish list, then it has zero value, and Ghanaians should pay no attention to it.
Please don't waste our money on family and friends. Buy the text books and put them on the bookshelves. Why tablets? This country must get serious with some of its ***barred word*** dreams. Kids in SHS and JHS need to fall in love with books they can feel and touch not e-books. Come onnnnnn! Ghana is f---king crazy. This government must go! We need generational thinkers to move this country forward. A tablet in the market will cost about GHc1,200 in the open market. With the NDC, It may cost them GHc3,000 for just one tablet because of family and friends. This will be a crazy idea. They need not to worry about tablets. All we will require from government is to provide Junior and Senior High Schools with well equipped computer labs with enough desktop computers and internet systems(controlled). This will serve both students and teachers and, help improve teaching and learning.
This is like putting the cart before the horse. All of you should step down in confidence and handover to NPP. Chop chop party. Governance is not like playing football on the pitch, critical thinking is required here.
Such an Incompetent bunch.
HOW CAN YOU PLANNED TO EXECUTE A PROJECT ON PAPER AND YOU DO NOT KNOW HOW MUCH YOU ARE GOING TO SPEND. WHAT AN INCOMPETENT PEOPLE. I THINK NANA ADDO MUST CONCEDE AFTER READING OR HEARING THIS PIECE, THAT HE HAS RECEIVE SOME LEVEL OF EDUCATION. MANIFESTOS ARE NOT BUDGETS, THEY ARE ROAD MAPS TO WHAT ONE WANTS TO ACHIEVE WHEN VOTED TO POWER. SO IT WILL BE UNINTELLIGENT TO PUT A COST ON IT. THIS IS THE ANSWER NANA ADDO SHOULD HAVE GIVE SHAKA ZULU IN THE FREE SHS QUESTION.
