The Senior Minister, Yaw Osafo Maafo, has bemoaned the challenges facing the Akufo-Addo government due to what he described as last-minute contracts signed by the outgone John Mahama government.
According to him, the government is increasingly facing nightmarish setbacks following the inappropriate nature of the contracts.
Speaking Tuesday at an IEA programme to review the recent transition exercise from one government to another, Mr. Marfo lamented that although the multi-million dollar contracts have very questionable terms for which reason government is reviewing them, the risk of attracting judgement debts makes it difficult to abrogate the said contracts.
“The Americans have a term, the lame-duck president. That term is not there for nothing. You are elected…you’re all outgoing presidents, but your functions are literally taken away from you in respect of many important issues. You are waiting for a new incoming administration and you don’t do anything that is significant,” said Mr. Marfo.
“The day-to-day running of the country can go ahead but you don’t do anything that is pronouncedly significant and I think we have to be very clear in the law about what can be done and what cannot be done,” he indicated.
He added: “One of the problems we are facing today as a new government is that [there are] many contracts which were signed within the last 14 days” and they are worrying.

Thus far, NPP has endorsed monitoring and evaluation and even created a ministry for it but the uterrances and attitude of the senior minister do not show he understands the basics of M&C. First of all he was so loud in condemning the national development plan which could have given Ghanaians some amount of continuity in development. Now he does not want to continue with where NDC approved contracts which have implications for jugdement debts. To remind him, when Kuffour Govenment endorsed the Single Spine before leaving power, Mills government had to come and implement it, was it not crippling to the NDC then. Development is a process and we need continuity. This back and forth with flagstaff house/ jubilee house; 3 year SHS/ 4 year SHS; JHS/'O' and 'A' level; will not bring any progress to Ghanaians. Please NPP, let your brainy guys think again because I know you are capable.
