The founding President of IMANI Africa, Franklin Cudjoe, has expressed disappointment at the number of ministers appointed by President Akufo-Addo.
According to him, the president has appointed too many ministers to serve in government, arguing this will have negative implications on the public purse.
President Akufo-Addo on Wednesday made new ministerial appointments, bringing the number appointed so far to 110.
Reacting to the news, Franklin Cudjoe told Richard Sky on Eyewitness News
that the size of the current government does not reflect the pledge by Nana Akufo-Addo to protect the public purse.
“You would have thought that the words used by the president himself in the run-up to the 2016 elections that he will protect the public purse will be minded at least so when I hear the minister for information saying the economy is a weak economy, and so you need a strong army of people, well then you may as well add militia people.”
Franklin Cudjoe said although the President had the constitutional right to appoint ministers of a number of his choice, it is not prudent to appoint too many of them.
He described the appointment as a “legal plunder” in the face of the country’s weak economy.
“The second justification for this which tells me that we’ve completely lost the plot is this whole business that because the constitution allows it, there is an open-ended opportunity, in my description of prudence, that falls under legal plunder. The fact that the law says that you can go and on does not mean that the very weak fundamentals of the economy that you said you met should be plundered in this manner” he said.
“An output based governance is based on some serious policy. You take education, for instance, the major deliverable is ‘Free SHS’, have you seen any major policy document guiding how this will be deployed?… Have you seen a policy called planting for food and jobs? To see that we have a minister of state for Agriculture at the presidency and at the same time we have two deputy ministers for Agriculture, what will they be doing?” he quizzed.
‘Ghana can do with 30 ministers’
Meanwhile, Franklin Cudjoe has suggested that the country needs just bout 30 ministers to serve in the various ministries.
According to him, some countries with larger economies have fewer ministries or ministers than Ghana.
“This country can do with about 30 ministers and that is set. I’ve been to Australia and the UK, and their institutions and ministries that are being collapsed into desks for agency heads. That is a country that is vast like a continent in itself. I think 30 ministers can do for this country,” he said.

Performance does not depend on the number of personals one has to execute one's vision but the quality of the personals. Quality is better than quantity. The huge number of ministers does not guarantee qualitative performance but their orientation to work. The fundamental orientation of most of these ministers is to create wealth for themselves as the case has always been, and therefore the public purse will "suffer" at the end of the day.
We too blinded to see any fault in what our leaders do and it's because of how our political system is. I remember the president stood in parliament just last month and said "OUR ECONOMY IS IN A VERY BAD SHAPE". Let's be realistic and honest with ourselves, if the economy is in a bad shape, how are we gonna pay salaries to all these so called ministers. Do we need all these ministers to deliver? The salaries alone and per-diem can go a long way to help shape the economy.

Franklin doesn't make sense of late,it seems pride is leading him.He comments needlessly,and as such he's loosing credibility,Mr. Bentil should draw his attention.
When Nana Addo said he would protect the public purse what he meant was that his govrenment will not borrow 20 million dollars for SADA for only 6 people to sit around a table and share the money as if it was willed to them by an uncle.What he meant was that there will not be Gyeeda thi3very, Woyome gift,and the numerous dubious judgement debts that were merely NDc simply doling money out to their friends relations and cronies.What he meant was that he would not allow ministers to sign contracts that portrays the hatred the NDC has for the people of Ghana .He never meant that he would not select as many people as he knows can do the job efficiently.The examples Mr Kudjo gives of the UK Australia and all those civilised countries;these countries have strong institutions that do not allow the rapacious th13very and crass ineptitude we have here. Mr Kudjo we know think tanks are supported from Europe etc,and their employees are very well paid so you must be seen to earn your keep. However I advise you to analyse things carefully before you say anything.
Everybody is entitled to their opinion and it is so sad how people can be crowded in their thinking when they become intoxicated with party politics. Let us be frank and come to think of it. A multinational institution like MTN, BARCLAYS BANK, STANCHART, HUAWEI, TULLOW, to mention a few do not possess the sort of resources, population and daunting task that a nation like Ghana has but go and check their management set up across countries and the organogram and you will realize the number of senior managers they have not to mention managers. We want our resources to be manage effectively and judiciously. What rather I WILL PREFER PEOPLE TO TALK AND DELIBERATE ABOUT is the COMPETENCY of those ministers and not the number. Franklin Cudjoe should do a bit of empirical research about the philosophy guiding this appointments before any further utterances. The Ga's will say "m)ni taa he, l3 enu) he", literally meaning unless you touch the pot on the fire, you will really not appreciate how HOT, it has become. Let us live Nana alone for at least one business year to really assess him, please!, Mr. IMANI FOUNDER.
