The leader of the National Democratic Congress (NDC) caucus in Parliament, Haruna Iddrisu has raised concerns over some former ministers still holding on to their ministerial positions even though their 1st term in office is over.
This comes after President Akufo-Addo charged some former ministers to maintain their respective positions pending the appointment and subsequent approval of new ministers for his second term in office.
These former ministers include Ken Ofori Atta, who was the Minister of Finance, Alan Kyerematen who was the Minister of Trade, the Minister for Local Government Hajia Alima Mahama, and former Information Minister, Kojo Oppong Nkrumah.
But speaking in an interview on Joy Prime’s On the Record Monday, Mr Iddrisu described it as illegal.
Citing the Supreme Court ruling in J. A Mensah versus Attorney General 1997, the Tamale South MP stressed that there is nothing like ‘acting’ or ‘holding’ Minister.
For him, until prospective Ministers of State go through the constitutional processes they cannot hold themselves as Ministers.
“I have seen some ministers still hold themselves about as if they are Ministers. That is unlawful, that is illegal and unconstitutional. As we speak today, Ghana has no Ministers.
“The President got it wrong, their mandate has elapsed and until they are nominated go through vetting, secure approval of Parliament, and they cannot hold themselves as Ministers. So as far as we are concerned, there is nothing like Acting Minister and the Supreme Court does not recognize such a position.”
Commenting on the military barging onto the floor of Parliament during the inauguration of the 8th parliament, the NDC leader questioned the authority with which the Defence or Interior Minister gave the order.
As far as he is concerned, as of midnight January 7, all Ministers had lost their mandate to exercise such rights, therefore, an inquiry will be initiated to understand if the conduct is acceptable.

Where was Haruna Idrisu when our late President Prof. Atta Mills took over power from President J A Kuffuo in January 2009? What did he tell his NDC President when he asked the then outgoing political appointees to keep serving till he appointed new once? This is indicative that today's NDC leadership don't think of Ghana but just their stomachs. NPP is not perfect but NDC is diabolical for Ghana.
the man is telling you that in constitution, there is nothing like holding minister or provisional minister. read his statement very well. the minister are governed by constitution and the educated MP is telling you that there is nothing in the constitution that is call acting or holding minister. always read well before you comment.
Haruna, enough is enough .stop all these radicalism and agressiveness and focus on 2024. Your are denting your own image. Too much of everything is bad. Chief, you gradually loosing respect. stop all this and allow our economy to move forward. If there is a sweared in president, definitely , there must be provisional minister to work. Ghana should not come to a halt because of a case at supreme court.if you win the case, every appointments can be reversed?Master,Ghana does not belong to NDC OOO.Have you thought of the economic impart of what you are refering to? if you like go to the court to fast track your case and stop disturbing us. we afford to allow you guys to halt the operations of our businesses because of the only humanbeing with blood mahama wanting to be byforce selfimposed president of Ghana. Chief, please maintain your respect and you guys should start working in paliament for the sake of Ghana not Npp. There is time for everything. Tomorrow ,it will be the time for NDC, So stop that behaviour.
