The Black Maidens conceded the two goals under 20 minutes but striker Jane Ayieyam pulled one back on 80 minutes at the Dalga Arena in Baku.
Ghana began well dictating the space and should have gone ahead in the 10th minute but Fatima Al-Hassan�s header was tipped round the post by Germany goalkeeper Merle Frohms.
Three minutes later, the European champions scored against the run of play through Vivien Beil.
Captain Sara Daebritz hit the bar line down the left and sent in a cross which was headed in by striker Venus El-Kassam. But her effort saved by Victoria Agyei fell to Beil who blasted home the opener.
Pauline Bremer made it two after a through pass beat right-back Naomi Anima before stretching to slot home past Agyei.
Maidens came back strongly in the second half.
Substitute Laadi Issaka collected the loose ball on the left wing, before a neat turn allowed her to square to Ayieyam who slotted in with Frohms completely beaten.
Ghana must win their next match against Uruguay on Wednesday to stand a chance of making it to the knock-out stage.
